It is a vigenere cipher. The hard part was figuring out the key. I figured it had to be a variation of a phrase that we had been given, and after MANY trials and errors, I found that the key "justiceisserved" works. Of course, vignere ciphers are character sensitive so you have to remove all the punctuation and spaces first to reveal:
