First, it was noticed that on The Daily Stalker , Ian removed puzzle #1 because of inconsistency and gave out the answer as being QWERTY. He also mentioned that this should help with puzzle #2. For those who don't know what "QWERTY" means, take a look at your keyboard.
DGCLPB wrote to Ian (after trying unsuccessfully to figure it out), figuring it wouldn't hurt to ask what the "/" means on the puzzle. An answer and another clue was received: "To me it sounds more like a graph system."
Edited to reflect the correct Lebowski solve:
"the answer is doppelganger… using the rows of keys counting row 1 as the number keys down and then counting keys across..
the first number is the row number and the second number is the key number yielding
"doppelganger". Doppelganger would have been a recognizable word immediately as it has appeared in discussions previously.
Lebowski added the following information to further explain how it was done:

"Look at your keyboard. Now let the row of numbers be row #1 starting with the ~ key. Let the next row down starting with the tab key be row #2. Let the next row down starting with the Caps Lock Key be row #3. Let the next row down starting with the Shift key be row #4.
Ok, now let's look at the clue:
3/4 2/10 2/11 2/11 2/4 3/10 3/6 3/2 4/7 3/6 2/4 2/5
This decodes to row 3/fourth key… row 2/tenth key… row 2/eleventh key… and so forth
this spells doppelganger… voila!"
